Last Premiere Pro update & keyboard shortcut bug?

I checked the keyboard shortcut menu on CTRL+A to "select all" which is enabled and even reset to Premiere default but ever since the last update, I cannot select all when editing text.  I have to drag-select with my mouse or double-click but need the CTRL+A as well.

I've also tried creating a brand new file and is doing the same thing.  Lowercase, uppercase, different fonts including Arial to custom fonts, and even using the sinful Comic Sans doesn't do anything.
