Legacy Title Properties panel blank

As the title says, the Legacy Title Properties pane is blank inside the Legacy Title editor.

I've found a bunch of people whose problem was that the panel was hidden, but it is very much not for me, as you can see in the screenshot below. It's just blank. Any ideas on how to get the properties to show up?
