Lined/Distorted Video after exporting?

The past 2 projects I tried to encode, both comprised of different frame rate footage, have had this weird lines/distorted effect. It just started recently and have no idea why. 

 

This project (below) was shot at 24fps/1080p and it's in a 24frame timeline.

 

The previous project I did consisted of 120fps footage in a 24 frame timeline.

 

Both produced the same effect.

 

I tried switching from frame sampling to blending but didn't do anything.


Can anyone please help? I have commissions I need to finish and don't want  this going on in the video.

Maybe try right clicking on the footage in the project pane and go to modify/interpret footage and see if fields is turned off (No interlacing.)
