major issues with downloaded video

I am incredibly frustrated. I have purchased and downloaded an mp4 video and wish to edit it in premiere pro but the video will not play properly, it is green and glitchy and there is no audio. How do I fix this?!

- try to update your GPU driver from the vendor's site, if you have an Intel Integrated,

the working driver version is 24.20.100.6286: download it here 

- clean your media cache and delete the render files from sequence

- if the above 2 do not work, switch your renderer to Software Only from project settings

and try to send us your system specs to help you find out the best driver

it says my computer does not meet the minimum requirements for that software....

and what do you mean? I have no clue how to figure out my PC's specs
