When moving frame by frame with the arrow keys it's shows a different time segment of the clip in the source monitor then where I'm actually trying to see. How do I fix pls help

One thing that can puzzle people at times is understanding what the CTI or playhead is showing: it is always connected to the next frame. The frame after the CTI itself. The CTI always 'sits' between frames, never on them. Does this help? Your image didn't 'work'.

What Neil says makes perfect sense. However, you could try clearing the media cache. Other possible causes must be ruled out.
