Middle Part of Video "popping in" for a second or two in the beginning + incorrect video preview

Hey y'all,

I'm having an issue where there's a part in the middle of my Premiere file that's showing up at the beginning when I export the file and view it in Windows. Also, the video preview shows the same part. I have a video outlining the issue below:

FAQ: How to clean media cache files

In windows rename the dog image to something entirely different from the rest. As of now its sequential to the rest.

The "dog image" is actually a dog video, called "doge-dun-dun-dun.mp4". I renamed it in Windows to say "updated-doge-dun-dun-dun.mp4", as well as cleared my preferences and my media cache files, but I'm still having the same issue occur.
