Missing motion video effect control

New to PP and looking at tutorials that show motion icon you can click on to give you transform handles. This tutorial dates back a couple of years and wondered if latest version of PP has eliminated this? Searched everywhere for an answer. If it has been removed what action can you use to take it's place in the video effects CP?

Notice the little sort of open-V icons to the left of the text for Motion, Scale, and on down?

Those "twirl-down" the options for that section. Click on them to twirl them down or up.
