Monitor briefly goes black on startup of Premiere

I recently updated Premiere Pro to 15.2 and now every time I start the program and load a project the screen breifly flashes black. And by that I mean my entire monitor goes black and then, after a second or so, everything is back to normal. This only happens on startup but it happens frequently (but not every time). Since it is the monitor going black I am thinking it is my monitor changing resolutions for Premiere, as though it has a different resolution than my desktop, but I'm not sure why it is doing this as it has never done it before. I don't see anything relating to resolution in the preferences so what can I do to fix this?

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
•nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
••for Premiere Pro and MAYBE Premiere Elements use the STUDIO driver, not the GAMING driver
•••such as (MAY not be the latest) https://www.nvidia.com/en-us/drivers/results/170344/
•ATI Driver https://www.amd.com/en/support
There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

My GPU driver was out of date but after updating it and restarting I'm still having the issue. In fact, now that I've been using premiere more since the update I realize it isn't just during start up. It happened in the middle of editing just now and when it did my 2nd monitor went to sleep, which it should only do when I've been inactive for some time, so it is as though my monitors aren't responding correctly to Premiere.
