Native sequence vs render resolution

I am shooting in 4k and rendering to 1080p. Would it be a faster final render to make the sequence in 4k or in 1080? Will there be quality differences based on what the native resolution of the sequence is in premiere that will affect the final render? Are there any other pros and cons?
