mi adobe premiere pro 2020 me asigna la tarjeta de video en los ajustes generales pero cuando estoy trabajando  utiliza son los recuersos de la cpu y no de la GPU mi tarjeta es AMD RX 570 SERIES DE 8GB alquien puede ayudarme con este problema

It looks like the media is all mp4, most likely long-GOP stuff.

 

So unless you have certain recent CPUs, that will almost all be handled in basic encoding during playback by the CPU. It will send to the GPU what effects you have that utilize the GPU, but ... the GPU is not just an addendum to the CPU.

 

The latest versions are bringing up more GPU use for H.264/long-GOP playback, but it seems only with some of the more recent Intel & AMD CPUs.

I just took a look at the images. Your CPU is, I'm afraid, too weak to handle this video source content well. You effectively have a CPU that's weaker than a Haswell-generation i5. That E5-1603 v3 has only 4 cores and 4 threads to begin with. And it not only has a relatively slow clock speed, it does not turbo boost at all. No wonder why your CPU got slammed to maximum while even the weakling of a GPU barely got utilized.

 

In other words, you need a more powerful CPU just to handle this source content correctly.
