Noob can't drag transition to my timeline

I know this is a noob error, but I just can't conjure the solution!

Just trying to drag Film Dissolve to my timelime, but am somehow prohibited. I'm guessing I have some aspect of the project improperly arranged. It's actually an animated slideshow, and I want to fade in/out the first & last slide images. But I can't even drag the transition to my video template, which suggests improper setup to me.

I also can't recall how to add Keyframes in PP.

I have included a screenshot of my project.

Transitions should be dragged all the way to the end of the clip.

As for keyframes: hit F1 and type in Adding, navigating, and setting keyframes.
