Nudging objects with arrow keys not working in 14.9

After updating to Premiere CC 14.9 (from 14.6) I cannot nudge any objects (titles, video files etc.) with the arrow keys, despite the key bindings being set properly (the same way they've been for years).

All that happens is that I'm skipping around the timeline, either frame by frame or to the next/previous edit point, even when the timeline is not in focus. Been using premiere for a bunch of years at this point and this is the first time I've ever encountered this. I have restarted both the program, the PC multiple times and deleted cache files. I'm on Win10, latest update. Anyone else have this issue or a possible fix?

This has been an issue in 14.7, 14.8 and 14.9, I've just been using 14.6 until now.
