Unlikely. You see, Adobe would not have tested that GPU or any other Ampere GPU for a sufficient amount of time to judge compatibility and performance on the release date of the next major version of Premiere Pro, version 15. So, none of the RTX 3000 series GPUs will be initially included in the recommended GPU list on Day One of version 15.0's release.

Elements has different system requirements.

Might want to upgrade to Elements 2021.
