Opening an Export window makes Premiere unresponsive.

Hi All,
Since the last couple of updates export media window just does not appear. When I click in menu "Export" or use Ctrl+M Premiere just goes into zen mode - freezes and greys out forever until I kill it via the Task Manager.

If I dance with multiple save the project as to different folders, go into multiple menu windows like Project settings and closing them with no changes, there's a small chance that 360$ a year software will open the export window. 
And the sequence is as simple as it can be - no sound, just one 10 sec clip with a light touch of Lumetri colour adjustments.
Any suggestions?


Uninstall, reinstall didn't help.
