Pan up to black to reveal new scene transition?

In a lot of moves they pan up to black and then there will be a new scene.  It is a simple transition in theory, but how your you do it in Premiere Pro?  All the tutorials on Youtube are for music videos and not cinetmatic.

 

At the 2:03 mark of this clip they do something similar.

This is done in camera.

Your footage needs to be shot with the pan/tilt

Then you can stich them together with black or some other image.

Technique is the same.
