My team has four what i would call rather beefy PC's. However, we've each noticed some extreme lag and previewing issues when working in Premiere and After Effects as well as other system tasks. Our company spent a great deal of money on these machines and in my opinion, they should be working leaps beyond what they currently are. Can anyone smarter than I at PC's give me any ideas into what our bottleneck may be? I appreciate any insight anyone can give.

It can be the issue of the Video Rendering & PlayBack. Go to File > Project settings > General > Video Rendering & PlayBack > Change to mercury playback engine Software only. The same option is available in the After Effects.
if changing the above setting resolves your issue then it is related to the graphics driver. Try updating the graphics drivers to use GPU Acceleration.
Also, check the system compatibility report under the help menu and see if anything is not compatible with premiere pro & After Effects.
