Petition for customisable mouse functions (feature request)

I don't know where this is supposed to be posted but I would LOVE to see the mouse programable like keyboard shortcuts. IE I pick what Shift + mouse wheel up does. Some people have a mouse wheel that bumps right and left, can we assign that function like a keyboard shortcut? 

At least re-arrange the existing ones so my alt mouse wheel up can be control mouse wheel up.
