Playback jumps backward Premiere 2020

Hi I've been having a problem with any form of playback in Premiere 2020, I have tried this with multiple pieces of footage and at various preview resolutions and the video attached is the result. Anyone have the same problem, is it a known issue, anyone have a fix.

My PC is reasonably speced, 32Gb Ram, GTX 1080

I have updated drivers, reinstalled, reset, you name it, totally dumbfounded here.

This footage is the footage that comes with Adobe as part of their learning projects. I would have thought that variable frame rate footage would cause the playback to stutter, in this case the playback plays a number of frames then jumps back in time a number of frames and continues playback, this seem to me like very odd behaviour. I have tried this with other footage and the behaviour is the same.

The specification of my hardware is quite good, I have no other issues with other software (AE, Unreal Engine, Maya, Zbrush), so that is why I'm thinking it is a software issue.

These files are cfr and quite small files.

Post your entire pc setup and disk setup.

This project runs smooth on my system.

GTX 1080 8Gb

32Gb 2933MHz RAM

System Drive: Samsung 750 Evo 250Gb

Storage drive Seagate Barracuda 2Tb 7200rpm

Your storage might be the culprite.
