Playback Lag and Freeze

Hello Eveyone,
Mostly I am editing H265 4K 10bit 60fps videos on Premiere Pro but my pc drives me crazy. I cant playback smoothly sometimes PP freezes. 
The specs are:
-AMD Ryzen 9 3900X 12-Core Proccesor
-Gigabyte RTX 2060 Super Windforce 8GB GC
-32GB G-Skill 3600Mhz Ram
-SAMSUNG 1TB 970 EVO Plus NVMe M.2 SSD
-Seagate 4TB HDD
-Asus X570 Gaming Plus Motherboard
-1x COOLER MASTER MasterLiquid ML240L V2 and 6x 120mm Fan
-Thermaltake 700W PSU
What should I do? With this specs I think my pc should handle these footages. Do you guys have this type of problem?

I would follow Peru Bob's advice, ETURK. I like to transcode straight away to ProRes LT and it's easy to edit with, no lag, no stutter. Your 4K HEVC at 10 bit and 60fps is too much to bear for your computer system. I don't even think an Intel processor with Quick Sync can help once you're into 10 bit territory. These formats are truly brutal formats and do need to be dealt with ahead of time....or else, well, you see what happens.
