So in first video I was editing was playback was smooth and solid 60 FPS but when I asked my friends to start recording, and putting it in editor, my playback was laggy and got 2 - 13 FPS. When I'm deleting his part of video I got back to solid 60 FPS. Anyone got solution?

Using latest version of Premiere Pro 14.8
My computer spec are
Windows 10 Pro
GeForce RTX 2070 SUPER
AMD Ryzen 7 3700X
32 GB RAM
And I change the Mercury Playback Engine GPU Acceleration but still same issues

Make sure you have the latest Nvidia STUDIO driver installed, not the Game driver.

What is the media your friend provided? Shot/produced by what, and what's the format/codec, frame-size & frame-rate, and is it CFR (constant frame rate) or VFR (variable frame-rate)? VFR media, as produced by most screen-capture apps, most phones, and some drones, is dastardly hard to process for editing.

I helped him to setup his first OBS. When he launch OBS, the setup wizard are coming to first setup. I said to him: I want to record, but I don't want to livestream -> 1920x1080 60 FPS. I forgot also what encoding file should be and default, it's mkv. I use VLC to convert mkv into mp4. The rest of settings may be default

You need to see if you can get his OBS recording CFR. And for the clips you've already got, take them into Handbrake and convert to CFR.
