Playback Lag with shuttle controls

I am simply cutting video with no effects or adjustment layers. No color correction. just raw footage. The footage is MP4/MOV H.264 4:2:0 (Full Range) from gopro, 1920x1080 59.94, playback resolution set to 1/4 and whenever i'm using shuttle controls (space/J/L) to get my I/O points the reverse playback seems to keep going even after I hit spacebar to stop. Very frustrating and slowing me WAY down! Anyone have any idea where the issue is?

I just went back one update and it seems to be working better now.  14.3
