Playback Resolution 1/8 and 1/16 Is Greyed Out. Playback Also VERY Slow.

Hi you guys. I am having playback speed issues and I am unable to set my playback resolution to 1/8 or even 1/16.  I've cleared my cache, moved it to a faster location, and even reset my program but nothing seems to work. I'm working with 720p video at 24 fps and my sequence matches my footage. I'm on a 2020 Mac OS Big Sur with 16gb of RAM.... HELP!!!

I believe 1/8 or 1/16 resolutions are only available on footage over 4k.

I know on the PC you cannot opt for 1/8 or 1/16 on HD videos that are 1920 X 1080 or 1280 X 720.
