Playback Resolution Change Not Working - Lagging Issue

Hello everyone, playback is lagging, even at blank projects.
I have tried all of those tips https://www.premiumbeat.com/blog/premiere-pro-lagging-fixes/ and more but nothing seems to work. The RAM and CPU are fine, and the playback of the same video plays normally on After Effects.
I now realized that when I'm changing the resolution/quality of playback and paused to 1/2 or 1/4 it looks like the quality still plays at Full.

Update:
I noticed something really weird, if my audio hardware is set to speakers or headphones the playback is lagging.
If it's set to my headphones but my headphones are turned off, I get an error message "the previous audio device configuration is no longer available." But the playback is not lagging anymore.
The issue with this is that can't hear anything.

Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.
