Playback stutters when Premiere Pro window is active but is smooth when another window is on top.

I've recently run into this weird bug where timeline playback will stutter/drop frames a lot when the premiere window is active, but if I click on another app (e.g task manager, explorer) then playback goes back to being smooth.

It doesn't matter which codec is being used, be it an edit-ready format like CineForm or normal H.264. Playback stuttering stops completely when another window is selected outside of Premiere Pro.

Anyone got any idea what the problem is?

My specs:
AMD Ryzen 7 3700X
NVIDIA RTX 2060 Super

Windows 10 20H2 (19042.804)

Premiere Pro version 14.9.0
