I've had the same issue on the last few versions of Premiere. When I hit the spacebar to play on my timeline, this works immediatly, but when I press it again to pause it carries on playing for another 12/14 frames.
This is aggrivating when trying to cut to a beat - can only be done by scrubbing through to listen to the track, or using markers.
Is this something I'm missing in my settings? Or a known issue?
Any help appreciated!

Are you using any card/box from Blackmagic Design? Are you viewing your video on an external monitor?

Hi!
We have the same issue. We use the DeckLink 4K Extreme 12G board and output the video to an external monitor. After pressing the spacebar, the video continues to play another 2-5 frames.
We tried DeckLink drivers from 10.9.5.0 to 11.4.0.0 (Windows 7/64 and Windows 10/64), and also tried the versions Premiere Pro CC 2017 - 2019 with the same result.
When we turn off the DeckLink device from Premiere/preferences/playback, the video stops instantly.
We think this is a hardware problem of the board, try to ask them about it.

Go to Preferences - Device Control - set the Preroll on 0
