Playhead will not scrub in timeline!! NOT A LAG ISSUE*

For some reason, when I click on the playhead with my mouse, it does not scrub while in the timeline!
There is one initial burst of sound but no scrubbing. This just happened in the middle of an edit. Also, when using the left and right arrow keys, it now scrubs at milliseconds instead of frames. I have quit project, quit app, deleted PPro, logged out of Creative CLoud, redownloaded PPRo, hard reset the settings for PPro when opening, copied sequence to new project, Copied files in sequence to new sequence/project and exhausted my forum chats and the problem still is here! 

Have I accidentally turned off scrubbing? Ive read to check my audio hardware is set correctly but have looked at everything and still has not changed.

 

At this point, I'm worried the my project file is corrupt and I will have to start all over... Please tell me this is not the case!

Delete the Media Cache and Media Cache files:

If that doesn't work,try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Many users are having issues with VFR. If the file is variable frame rate, use Hand brake to convert to constant frame rate:
