Positioning Save project window in Premiere Pro 2019, Windows

I am using Premiere pro cc 2019, for some reason the save project window pops up in the very upper left corner of the application window. It used to appear in the center, I was wondering if this is a windows

or Premiere Pro Issue. (windows 10 Enterprise 1803)

What happens if you grab it with the mouse and move it back to center? Does it open in center the next time you use it?

My Project window has a mind of its own also: bottem left corner.

Windows 1909 and Pr 2020.

 

This is some sort of bug that still has not been fixed properly.

Sorry , No didn't help after reseting prefernces , whats really weird is when I open CC 2020 the window opens in the center. I will try unistal install and see what happens.
