Pr 2020 playback stutter and crashes on opening a project

I'm posting on behalf of a client who sent me the following…

1. We built a custom high spec PC for editing, but we have an issue with Premiere Pro.
2. Playback video is stuttering when editing.
   The final rendered video has a scene with a pixelated section of a frame or video stutters similar to frame drop.
3. Keeps crashing when opening an existing file, the file would open on the 2nd or 3rd attempt.

Here is the PC spec:
CPU: AMD Threadripper 3990X
GPU: RTX 2080 Ti (2x SLI)
RAM: 256GB
SSD: 1TB Main and 1TB Scrub Disk
MB: Asus Zenith

OS: Windows 10 64 Bit 2004 build 19041.610
Premiere Version: 14.5 build 51
