Preimer Pro will not start

I have run throuh a lot of "solutions" of PP not willig to start. 

I try to start it and it says "Application Erro" "The application was unable to start correctly (0xc0...7b).

 

Some of the cases I have seen is from almost 10 years ago. How come Adobe still releases such bad service.

Does anyone have a soluttion for this problem?

Yes, I have updated the graphic card drivers (NVidia)

Yes, I have updated the .net framework.
