Using Premeire Pro CC2021 version, audio is out of sync when exporting full HD, 59.8fps.  No problems on the timeline, just when I export H.264 HD videos.  Any suggestions on exporting?

59.8fps? That's weird. What is the source specs and origin, is it screen recording, phone footage, something else?

You may find responses around here, when people post problems like that, to be something like "is it CFR or VFR" footaage. Phone footage and screen capture footage tends to give Premiere problems and the solution is to transcode to CFR (constant frame rate) so that Premiere doesn't have to struggle with variable frame rates and sync things up. No idea why Premiere struggles so much with it, nor how it isn't fixed by now if it's the actual problem, but that's a big one. So... it's always a good idea to post what your footage is in as much detail as possible as there are sometimes issues like that which crop up and have some kind of solution to them (mostly transcoding...)
