Will Premier Pro project created on Apple native M1 chip App be compatible with say my 2019 iMac none M1?

If you are able to run Premiere Pro 2019 on an M1 Mac successfully (there may be issues) the actual project file you save is still a normal Premiere Pro 2019 file - so yes it should be just fine opening on an iMac.
