Premier Pro CC 2017.1.2 Preview playback stops after just a few frames

So I cannot seem to figure out why my timeline stops after playing for just a bit... I can always restart it, but it cannot seem to play for more than maybe 2 seconds before it stops again. A few weeks ago i had no problem with it. I think the strangest thing is this happens with any file I try even some that have worked fine in the past. It is also a problem in both software and hardware modes for the mercury playback engine. It also doesn't matter what quality I attempt to play the preview in, or even if i have the video visible in the timeline. Heck it even happens if the only thing in the project is a hidden photo.

Things i have attempted:

     Restarting the computer.

     Updating drivers.

     Clearing the cache. (from C:\Users\...\AppData\Roaming\Adobe\Common)

     Disabling audio capture devices. (Edit > Prefrences > Audio Hardware)

     Also tried other setting under audio hardware.

Below are the details of the file I am trying to play:

File Path: C:\Users\.....\Pictures\2017\2017-09-30\P1000500.MP4

Type: MPEG Movie

File Size: 232.92 MB

Image Size: 3840 x 2160

Frame Rate: 29.97

Source Audio Format: 48000 Hz - compressed - Stereo

Project Audio Format: 48000 Hz - 32 bit floating point - Stereo

Total Duration: 00:00:20:15

Pixel Aspect Ratio: 1.0

VR Projection: None

Here are some details on my system:

Processor: AMD Ryzen 1800x

Video Card: Asus Strix OC RX 480

Memory: 16GB 3200 DDR4

Drive: 512GB NVMe m.2

I hope someone will have a suggestion that will work here.

Alright... Never mind... Finally found it.

It was my webcam of all things.. It appears that it was in a strange state where it kept fluttering between connected and disconnected or something like that. Anyway unplugged my webcam and it started working.. go figure.

I'm having the same problem but I have no webcame plugged in!

I also have a custom-build PC.

Updated all my drivers for graphics card, MOBO and Premiere 2017 (don't want to upgrade to 2018 until I finish this project).

Still...audio plays for a few seconds in the timeline and then no audio - even though I can still see the waveforms.

Audio will only play again after I pause, wait a second, then restart playing the sequence. Plays audio for a few seconds then no audio again.

This is making for a frustrating editing session.
