You may have a discrete GPU which does not support the new hardware encoding support in the new 14.2 version of Premiere Pro. Adobe should have encoded a blacklist of non-supported discrete GPUs for hardware encoding in the program's executable file. That way, the hardware encoder will default to the QuickSync mode or software-encoding mode (just like it did in previous versions of Premiere Pro) with a discrete GPU which does not include a supported hardware encoder. But until then, the only fix for this, regrettably, is to enter Preferences > Media, then unchecking the box labeled "Enable hardware-accelerated decoding and encoding (restart required)," and then restarting Premiere Pro.

Sorry. The MX130 does not support hardware NVENC encoding at all, as it uses the GM108 GPU that debuted along with the GM107 GPU back in 2014. While the GM107 did support NVENC, the GM108 has no such hardware encoder at all.
There is a bug in Premiere Pro that always enables the NVENC encoder even if your GPU does not have such an encoder whatsoever. This will cause crashes and hangups. A future release of Premiere Pro should add the GPUs without a hardware encoder to Adobe's blacklist, so that NVENC or VCE/VCD should be automatically disabled when an unsupported GPU is used, defaulting to either QuickSync or software-only encoding when such a GPU is installed and detected. Currently, the only fix for this is to set the media preferences to always disable hardware-accelerated decoding and encoding.

Hello Sumeet,
I have been getting an almost identical error where after rendering reaches 100% when exporting from any program via adobe media encoder (premier pro and audition both failed to fully render exports) it sits at 100% completion and then never finishes the final render. (specifically, the progress bar moves and rendering itself seems to progress, but then fails to finish encoding and the program freezes).
I am working on the most recent update of windows 10 as of 12th August 2020, my RAM is 32GB, my GPU is an NVIDIA GeForce RTX 2070 Super, CPU is an AMD Ryzen 9 3900X 12-Core processor.
