Premiere 100% CPU spikes with empty projects causing entire OS to freeze

This happens in both Premiere and After Affects. I can open simple or even empty projects the program triggers a 100% spike than will freeze my entire computer. Afterward my entire computer is super laggy. 

Just did a fresh install of windows to try to fix it.

Windows 10 20h2

Ryzen 5950x

RTX 3090

64 GB RAM

I admit I'm not a Windows guy: is it normal to show two instances of Premiere running in that list?
