Premiere 2020 not opening

I'm at a bit of a loss. It started when I tried to open Premiere in CC but there was never any response from the program. So I hit my start button and tried to open the program without CC that when I got an error message reading

"the code execution cannot proceed because VCRUNTIME_1.dll was not found. Reinstalling the program may fix this problem."

OK so I uninstalled and reinstalled the program and got the same message please any help would be greatly appreciated.

This is a windows issue.
