Premiere 2020 playing a video, stop, step back few frames, go forward, stop, step back few frames

I have a Ryzen 9 3900X, Geforce RTX 2080 SUPER, SSD M2, 32Gb of memory.

When I try to edit any video, Premiere does not play it smootly. Keep playing the video 4 frames, step back 2 frame, go forward 4 frames, step back 2 frame, all the time.

Is anyone having the same problem?
