Premiere 2020 Timeline Navigation Bar Is Stuck

Hello, for example if I want to move in the timline and use the slider at the bottom,
it doesn't move, only when
I click on the bar above with file ... it moves. I have the same problem with cutting. Can somebody help me?

No that doesnt fix the problem :(.

I have reinstalled Premiere Pro, that doesnt help too.

And it worked normally sometimes.
