Premiere 2021 - Audio Plugin Manager freezes right when I click it

I need access to my VST plugins, but Audio Plugin Manager freezes right when I click it.

Same here:

I am successfully using my licensed Valahalla Plate plugin in Premiere.
Problem arises when I mix-down using Adobe Premiere Export Media.
After starting export, Adobe then asks for a keyfile.
I point to it in the nag window and then Premiere freezes.

Hi Adobe,

This is a case update. I found out that the Valhalla Plate audio plugin effect will only work as a 64 bit .dll, not a VST 3 in Adobe Premiere Pro 2022.

Disabling VST3 fixed the key issue.

We can successfully export H.264 .mp4 video files at any resolution.

We also solved the stuck video play head issue by changing video device settings (had been defaulted to NDI output) and restarting Premiere.

We now get a new Audio Filter missing error when opening project:

I can live with this error.

Also, renaming and then letting Premiere reset the Premiere Pro Folder solved the hanging Audio Plugins Manager execution. See snap:
