Premiere and After Effects stall and then crash on splash screen

When starting Premiere CC Version 15.2, it will show the splash screen, stall out with no text in the loading spot, and crashes.

When starting After Effects CC Verison 18.2.1, it will show the splash screen, display loading text until "Initializing MediaCore", stall out, and crash.

I have reinstalled them multiple times, I have looked and deleted the files in 

C:\Program Files\Adobe\Common\Plug-ins\7.0\MediaCore

I have installed the latest version of the NVIDIA Studio Driver, Version 471.11
