Premiere Closes and Opens Whenever I Save

Here's a dubious new feature that came along with I think probably 14.7, a heart attack every time I try to save the project.

When I save manually or when it autosaves, Premiere says it's Not Responding, then the window disappears, then it opens again. So I guess all's well that ends well, but I don't know if my heart can take this for too much longer. I'm on a Windows 10 system with an AMD 3900X, 32GB of RAM, GeForce 1070. It never did this before, but suddenly it does it on like 1 out of every 4 saves. The save dialog appears, it says (Not Responding) the whole program disappears, then reappears.

• Can you try changing the location of the saved files?
• Does it happen with a particular project?
• Could you check if permission provided to Adobe folders? https://helpx.adobe.com/in/x-productkb/multi/preferences-folder-read-only-error.html
