Premiere doesn't import full video

Hello,

When I tried to import a 17-min video on Premiere, it only imported 5 seconds of it. I read on this platform that it may be about variable frame rate, so I changed it using Handbreak. Then, it imported 2 minutes of the video. I appreciate any help.
