When i export video and I see it the clarity is to low 

I use Adobe premiere pro 

For video editing please tell me

Maximum render quality 

Scale to fit 

Optical flow 

Or

YouTube 1080p

Frame bleeding

Post screenshot export settings with left tab to output with image (not black).

What is your source media, as far as frame-size? What is your sequence frame-size? What is your export frame-size? Those really are the key items.

 

And between "set to frame-size" and "scale to frame-size", nearly always use the "set to frame-size" to preserve the ability to further scale the image.
