Premiere freezes my computer & can't drag and drop video files into timeline

Hello,
I have to say I've been a lover of adobe premiere for years, but it is becoming a nightmare to work with it since v14.
- I've been working on simple projects, no effects, just simple cuts and sometimes "zooms". And after a few minutes adobe premier will just freeze, and freeze my whole computer. It never happens with photoshop, nor other software. Just when I'm working on premiere. I tried to uninstall and reinstall it, recreate projects from scratch, nothing works. I was hoping v15 would fix this issues but it persists....

- Since I updated to v14.9 and v15, I can't drag and drop video files into the timeline anymore. My video tracks are active (blue) and the lenght of the video fits in my in/out when I wanna add them, but it just doesn't work. The only way that worked for me was to right click on the video file, create a sequence from it, copy the file in the sequence and add them to the sequence I am working on. it's a complete waste of time.

These issues are driving me nuts, I feel like I tried everything. My computer is brand new (bought it last novembre) and premier pro worked fine until january. 
Projects I usually do in 1-2 hours takes me 4 hours now, and that's just unacceptable for a professional software.
At this point I am thinking of switching to Davinci Resolve, it will be faster to learn how to use the softaware than dealing with thoses issues on premiere. It's really driving me insane.

Please help me.

If that doesn't work,try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean install of the latest Studio Driver (NOT the Game Driver).

If that doesn't work, try creating a new project and import the old one into it.
