premiere interface does not let me choose the right point, interface has slipped

I'm having with an interesting issue that I haven't seen before on the premiere (14.7.0 build 23)

you can see the issue in the attached videos, I couldn't find a solution,

are your source clips from a smart phone or a screen recording?  if so, the problem is more than likely cause they're variable frame rate.

my source clips from a screen recording, and nope it's not related screen recording frame rate. 

As seen in the records this is an error issue in the interface of the software.

I'm using the same version on a different computer and there is no such problem, I'm just trying to figure out which hardware the problem might be related to.

I deleted and reinstalled premiere.

I also tried resetting the interface.

this weird issue didn't happened with other adobe software other than premiere

gpu: asus rog gtx 1080

nvidia studio drivers latest version

Most likely, this has to do with your gpu. I'm not sure this would help, but try re-installing the studio drivers.
