Are you plugged into an external drive? Does the drive stay connected to the computer?

You may want to try building your projects as team projects if you are working with others.
It seems like an operating system issue otherwise.

working with media on a network is problematic.    if possible work with local media.    Avid dominates this segment of the marketplace and they've been doing it for many years.  A qualified IT person might be able to help.  You might also dig in to your preferences and make sure Premiere is not adding metadata to your media which I'm guessing could cause serious network issues.
