Premiere, Media Encoder, After Effects causing Mac to run out of application memory

If Premiere (and seemingly After Effects, or Media Encoder) is left idle for a period of time, I get these "Your system has run out of application memory" messages.

 

I assume this is a memory leak issue?  Why is this happening?  I have litteraly tried almost every possible solution including:

  • resetting preferences
  • deleteing cache files
  • reinstalling all the apps
  • using adobe creative cloud cleaner tool
  • reinstalling Mac OSX
  • formatting my hard drive and reinstalling Mac OSX
  • having adobe support control my computer

 

I also cannot quit Premiere or After Effects without them freezing/crashing and then having to force quit them.  What is happning here?  Can this be fixed?  I can't get any work done without constantly worrying if my projects are going to crash or my computer is going to explode.
