Premiere Pro 14.5 is unable to open on Windows 10

Ran it as administrator, nothing, allowed the exe file to go through with trend micro, nothing, ran compatability troubleshooter and still nothing. I have an AMD Ryzen 7 3700x and a GTX 1650 SUPER.

Please help!
