Premiere Pro 15.0 maxes out my CPU @ 100% at random times

So far no big problems, other than it maxes out my CPU @ 100% at random times for awhile, making my PC virtually unusable until its done.  Mostly project loading and right before rendering.  PP 14 never did that. 

(AMD 3950X, 40gb ram, Geoforce RTX 2070)

Hi Jason,

Try turning off Hardware Decoding in Preferences > Media.

I ended up downgrading to 14.9 as 15 crashed randomly, and was much slower on many tasks.
