I'll try to explain my problem: when I work on a sequence for a longer time, it happens that some cuts and transitions change even though I haven't specifically changed them. Suddenly several frames are added. Can it be due to the preview? That you have to clear the cache from time to time? By hand?

If the footage is variable framerate convert to constant framerate with Handbrake before bringing into Premiere.

Delete the Media Cache and Media Cache files:

If that doesn't work,try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:

If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean install of the latest Studio Driver (NOT the Game Driver).
If that doesn't work, try creating a new project and import the old one into it.

Many users are having issues with VFR. If the file is variable frame rate, use Hand brake to convert to constant frame rate:

Media cache can be cleared in Preferences>Media Cache.
Yes, it can help if you are seeing unexpected frames popping up.

I think it is because of slightliy different fps. I use a lot of cellphone clips and I just saw it in the information panel.
