Premiere Pro | Captions option not showing

When I try to add captions, there is no option on File > New or on the lower left Open New Item option. I have updated the version to 15.0 and still nothing. Any ideas?

Go to the Captions workspace is really the best way to do this. It's a completely changed system now.
